Rally for Change!

Saturday, February 21st, 2026

 9:45am-12noon

Meet in the PetSmart parking lot

51 Morningside Dr.

Cartersville

Three dogs behind metal bars in a shelter.

Bartow County taxpayers spend $1.7M+ annually on animal control, but the animals (and residents) are not getting what they deserve. Bartow County Animal Control (BCAC) remains closed to the public, rescue groups and advocates are banned. There's no transparency and healthy animals are being euthanized (killed) every day. We believe Bartow County animals and residents Deserve Better.

You can make a difference in the life of a homeless pet.

Our recommendations for needed change at BCAC, in support of animal welfare, include:

  • Open adoptions - let’s skip the middleman at Etowah Valley Humane and allow people to adopt directly, ensuring that Bartow animals will be placed in preapproved new homes quicker.
  • Allow volunteers to walk, socialize, and care for pets

REFORM is needed at BCAC NOW

Longer Stray Hold Policy Saves Animal Lives

THREE DAYS IS NOT ENOUGH TIME for rescue groups to arrange foster homes and transportation out of the shelter, which poses a significant challenge for animal welfare. Currently, dogs and cats can only leave this animal control facility in three ways: through reclaim by their rightful owners, via rescue organizations or through euthanasia. This situation highlights the urgent need for more compassion for homeless animals.

EQUAL VISIBILITY FOR ALL ANIMALS. Maintain a consistent and active social media presence that reflects our commitment to animal welfare, featuring intake postings, open kennel numbers, and professional behavior assessments of all animals. Ensure that ALL animals are promptly entered on PetFinder and shared on the Bartow Animal Rescue Connection (BARC) social media page. Many animals have never been posted publicly!

Reinstate Banned Rescue Groups and Volunteers

Transparency and Accurate Information is needed

Reinstate Banned Rescue Groups and Volunteers

Restore communication with rescues and advocates who were banned for exercising their 1st Amendment Rights by expressing concern over injuries and deaths at BCAC. This is crucial for fostering animal welfare and ensuring that animal advocates can continue their mission of compassion for animals.

A Friendly Finder Program needed

Additional changes needed for Reform at BCAC

Reinstate Banned Rescue Groups and Volunteers

Implement a Friendly Finder - Foster Program that allows 'stray holds' to be completed in the finder's home, promoting animal welfare. BCAC will provide core vaccines and preventive care during the hold time.

Install indoor cameras for accountability to enhance animal welfare.

Bartow County must demonstrate a willingness to collaborate with animal advocates and allow Bartow County 'Animal Control' to evolve into Bartow County 'Animal Services,' showcasing our compassion for animals.
